When the fires are stopped, the first event in the Cliff Top Regeneration Plot and other similar ACG ancient pastures is that the old root systems and stumps from trees that have been burned annually for decades to centuries begin to develop leafy crowns from sucker shoots. These are not seedlings from seeds newly dispersed into the pasture. For at least four years after the fires are stopped, the dense stand of grass hides (and shades to some degree) the seedlings from seeds newly dispersed into the pasture, leading to discouragment among the staff responsible for stopping the fires as a way to allow the forest to return.
